LAKE ALEXANDER PROPERTY OWNERS ASSOCIATION 2007 ANNUAL MEETING MINUTES
The Annual Meeting was held on July 7,2007, at the Scandia Valley Town Hall with approximately 120 members and 8 guests
in attendance. President Dr. Bill Faber called the meeting to order at 9:30 A.M. and asked for a moment of silence for deceased
members.
Board Members present were Dr. Bill Faber. Margaret Flolid, Darline Molde, Wally Pantzke, Tony Prozinski, Gordy Schenian,
Dan Surma, and Tom Trutwin. Guests that were introduced were Al Doty, Tom Wenzel, Tom Ploof, Glenn Erickson, Russ Nygren,
Jane Starz, and Tim Houle.
A motion was made by Mary Morgal, seconded by Dan Riordan, to accept the 2006 Annual Meeting Minutes and approve them
as printed. Motion carried.
Treasurers Report:
Margaret Flolid, Treasurer, had a print-out of transactions from June 17, 2006--July 7, 2007. The checking account balance
is $8,218.66. The Healthy Lake Fund (including Certificates of Deposit) has as total amount of $15,978.38, giving our association
a total balance of $24,197.04. A motion was made by Sylvia Wiczek, seconded by Harry Smith, to approve the Treasurer's Report
as printed. Motion carried.
COMMITTEE REPORTS
Bogs and Water Level:
Dan Surma reported that the Lake Improvement District is in charge of removing the bogs that have been floating around
the lake, and the LID has been doing a great job. The level of Lake Alexanders water is about average for this time of year.
Water Quality and Aquatic Vegetation:
Secchi disc readings, which measures water quality, continue to be taken by Buck Simonet, Tony Prozinski, and Dale Ness.
Readings for the clarity of water on Lake Alexander have been an on-going project for over 15 years. Readings are monitored
by the MPCA which has a website --
www.MPCA.org Aquatic vegetation report was deferred to the LID meeting which followed our lake association meeting.
Fisheries:
Tony Prozinski reported that the gill netting for walleyes and northerns resulted in low numbers: however, a better catch
is anticipated in the 2008 ice out netting. 2.5 million walleye fry were stocked this spring; electro fishing will check the
numbers in the fall of 2007.
In November of 2006, 58 yearling muskies and 516 fingerlings were stocked in Lake Alexander.
No tullibees were stocked this year because the DNR was unable to obtain them, but the DNR has plans to stock tulipees
next year if available.
Land Use /Planning and Zoning:
Wally Pantzke reported that at the Boards request, Chuck Forss, Morrison County Land-Water Planner, recently did an analysis
of our sub surface or septic systems on record at the Government Center. Permit records were started in 1981, and of the 414
parcels, 181 systems older than 1981 are not on record. Any system installed between 1981 and 1996 may be designed to an old
standard. They are most likely working but would require an upgrade to a solid bottom tank if a permit or variance is granted.
It is suspected that as many as 60% of the systems /may be outside the current standards.
Any septic system over one year old in shore land requires an inspection prior to receiving a land-use permit for construction,
additions or alterations of structures. This includes construction of decks, stairways, and lifts.
Wally reminded property owners to use zero phosphate fertilizer, and encouraged the creation of shoreline buffer zones.
Membership:
Association membership reached 329, in 2006. Before the annual meeting, membership numbered 257; several additional membership
dues were received during the registration. A request was made to send out a list of paid memberships in order to encourage
neighbors and friends to join our association.
OLD BUSINESS
Liability Insurance Policy:
Since the lake association is no longer responsible for the bog removal and spraying of exotic weeds, the Board decided
that our association would not renew the liability insurance policy for the ensuing year because the LID has a liability policy
that covers those actions.
NEW BUSINESS

.Minnesota Waters Membership:
Our property owners association has paid membership dues to this organization which employs a lobbyist at the State Capital.
Roger Hoppel, a property owner on Lake Alexander, is actively involved with this organization for the betterment of the Minnesota
lakes. Individual memberships can be purchased for $25.00. For additional information, go to their website -

Chemical Monitoring Program:
This is a statewide program that promotes taking water samples on Minnesota waters to measure total phosphorus and chlorophyll
A levels for five months---May through September. An increase in these chemicals suggests an increase in weeds. The annual
cost of this program is $240.00 which will be reimbursed by the county. Our association will participate in this monitoring
program.
Election of Board Members:
Gordy Schenian, Chairman of the Nominating Committee, reported that two incumbents, Wally Pantzke and Tony Proizinski,
had decided to retire from the Board of Directors. Gordy presented four property owner names on the ballot to be elected to
three positions: Pete Hanson, Bob Andersen, Chuck Schiemo, and Alice Sunde. Since there were no additional nominations from
the floor, a motion was made by Dan Surma, seconded by Mary Morgal, to close nominations. Motion carried. Ballots were counted
and the three Board Members elected for a three year term were Bob Andersen, Chuck Schiemo, and Alice Sunde.
A big thank you was extended to Wally Pantzke who served 12 years on the Board, and to Tony Prozinski who served 19 years.
A job well done!!!!
Comments from the Floor:
1. Bob Mooney asked that any one that might be interested in a sailboat racing club to contact him after the meeting.
2. It was suggested to investigate the possibility of purchasing a web cam for our lake association.
3. A Thank You was extended to the Morrison County Sheriff's Department for increased patrol cars in the area.

A motion was made by Walt Kleinsteuber, seconded by Roger Hoppel, to adjourn the meeting. Motion carried. Meeting adjourned
at 10:30 A.M.
The Annual Meeting of the Lake Improvement District immediately followed the adjournment of the LAPOA.
